You can quite easily use MEncoder to cut the video file using the following options.
Option Param Meaning
-ss 12 Skip to specified time (in seconds)
-endpos 1400 Copy video and audio until you time specified is reached (in seconds)
-oac copy Pass through the audio stream
-ovc copy Pass through the video stream
-o file.avi Output file name
